Steven is a Senior Associate in the Dallas office of BAL. He represents Fortune 500 companies throughout Silicon Valley and advises them on various employment matters before the U.S. Department of Labor, U.S. Department of Homeland Security, U.S. Department of Justice and the U.S. Department of State. He focuses his practice on the development and implementation of large-scale PERM programs, including post-certification petitions and post-decision appeals argued before the Department of Labor and the Board of Alien Labor Certification Appeals. Steven’s passion for sports led him to create and author the Immigration Journeys article series that focuses on foreign student athletes and professional athletes. The article series captures their perspectives, including challenges and victories, with the goal of providing other foreign athletes firsthand insight and encouraging them to come to the United States to study and compete. To date, Steven has interviewed athletes in the NHL, NFL, MLB, PGA Tour, LIV Golf Tour and the European League of Football. He has also interviewed student athletes from more than 25 different countries who have competed in the 2024 Paris Summer Olympic Games, the 2023 FIFA Women’s World Cup and major NCAA conferences, including the Big 12, Big Ten, SEC, ACC, Pac-12, Big West, Mountain West, Big East and the Ivy League. Steven is also an ambassador for The Immigration Initiative at Harvard (IIH), which collaborates with the Harvard Graduate School of Education to advance scholarship across disciplines on the topic of immigrant-origin children. In his free time, Steven enjoys traveling, golf and spending time with his family.
