Noel Hartley

Noel Hartley is an Immigration Manager in BAL’s Houston office. He manages all inbound U.S. travel, focusing on corporate global immigration matters for multinational companies in a wide range of industries, including engineering, energy, construction, oil and gas, and information technology. He guides clients by tailoring and coordinating strategic global practices and developing immigration strategies to ensure compliance.

Noel has worked at BAL since 2021. Prior to BAL, he was a commissioned U.S. Foreign Service officer with the U.S. Department of State, serving as a consular officer for 12 years in Central America, Asia, Africa and North America. Prior to the Foreign Service, he served as a foreign affairs officer in the Office of International Religious Freedom, East Africa. Noel previously worked as a refugee resettlement case worker based out of Nairobi, Kenya.
