Italian authorities have updated their COVID-19 entry restrictions, including quarantine and testing procedures and rules on entry for travelers from Brazil.

Key Points:

  • Under a change that took effect April 19, anyone who has been in a country or territory on List C, D or E in the previous 14 days must provide results of a negative COVID-19 molecular or antigenic swab test taken within 48 hours before entering Italy.
  • Officials have reduced the quarantine period for travelers from countries on List D and E from 14 days to 10 days. Those who entered Italy before April 18, however, must complete the full 14-day quarantine.
  • Travelers who from countries on List D or E now must take an additional molecular or antigenic swab test at the end of their 10-day quarantine period. Those who entered Italy before April 18 must complete a 14-day quarantine but do not need to take a test at the end of that period.
  • Officials have lifted a specific restriction on travel from the Tyrol region of Austria. Travelers from this region are now subject to the same protocol as other travelers from Austria. Austria remains on List C, meaning travel is permitted for non-essential reasons, but travelers must take a COVID-19 test within 48 hours before entering Italy and must quarantine for five days upon arrival. They must also take an additional molecular or antigenic swab test at the end of the quarantine.
  • Officials will introduce a new Passenger Locator Form (PLF) that must be completed before boarding. This form will replace the self-declaration form that is currently in use. More information is expected soon.
  • Entry to individuals who have been in Brazil or transited through Brazil in the previous 14 days will remain suspended, except for people in any of the following categories:
    • Individuals who have registered their residency in Italy before Feb. 13, 2021.
    • Individuals who must reach the home, residence or domicile of a spouse, civil partner or minor child.
    • Officials or government agents, including diplomats and their staff, consular officials, and military or police personnel.
    • Individuals authorized by the Ministry of Health to enter Italy because of an “absolute necessity” to do so.
  • Anyone entering Italy from Brazil must:
    • Provide results of a negative COVID-19 molecular or antigenic swab test within 48 hours before entering Italy.
    • Take an additional molecular or antigenic swab test upon arrival in Italy.
    • Quarantine and undergo health surveillance for 10 days, regardless of the test result.
    • Take an additional molecular or antigenic swab test at the end of the 10-day quarantine.

Analysis & Comments: The changes will remain in effect until at least April 30. The response to COVID-19 continues to evolve, and employers who intend to send employees to Italy may wish to consult with Deloitte about their travel plans.
